LTI (Learning Tools Interoperability) is a standard that lets an LMS securely open an external learning tool, pass along who the user is and their role, and receive results back. The tool stays hosted by its provider; the LMS just launches it. The standard is maintained by 1EdTech, formerly IMS Global, and the current version is LTI 1.3 with its LTI Advantage extensions.
What LTI does
When a learner clicks an LTI link in the LMS, the LMS securely tells the external tool who they are and what they have access to. The learner goes straight in without another login, much like single sign-on, and the tool can send grades or completion back to the LMS.
That makes it possible to plug specialist tools, such as a content library, a virtual lab, or an assessment platform, into your LMS as if they were built in.
LTI vs SCORM
SCORM is a way to package content that you upload into the LMS. LTI is a way to connect to a tool that keeps running on its own servers. With SCORM the content moves into your LMS; with LTI it stays with the provider and is launched from your LMS.
LTI suits live tools and content libraries that change often. SCORM suits courses you own and want to run anywhere.

LTI started in education, where it is everywhere. In companies it is most often used to connect third-party content libraries and assessment or simulation tools to the main LMS, so learners have one place to start and one record of results.
