Client case: Training That Fits: How East Tallinn Central Hospital Made Learning Work for Clinical Staff

How one of Estonia’s largest hospital networks improved mandatory training completion and built a stronger learning culture — without asking clinical staff to find time they don’t have.
East Tallinn Central Hospital (Ida-Tallinna Keskhaigla) is one of Estonia’s largest hospital networks, serving patients across multiple locations in Tallinn. With seven specialized clinics — spanning diagnostics, surgery, internal medicine, women’s health, ophthalmology, rehabilitation, and nursing care — the hospital employs thousands of healthcare professionals working around the clock.
In a clinical environment where patient care always comes first, time is the scarcest resource. For nurses, doctors, and support staff, finding a dedicated block of time to complete training is genuinely difficult. And yet training — especially mandatory training — cannot be optional.
This is the challenge East Tallinn Central Hospital set out to solve.

The challenge
Before adopting Coursy, the hospital had already recognized the need to modernize its approach to learning. Plans for a new LMS were already in motion — but it was the COVID-19 pandemic that made those plans urgent.
Almost overnight, all mandatory training moved online. The limitations of the existing approach became impossible to ignore. The hospital needed a system that would allow employees to complete training regardless of time or location, integrate smoothly with existing systems and processes, and support a large and diverse workforce — many of whom rarely have access to a dedicated training space.
For clinical staff in particular, the challenge is structural. Shift patterns, patient demands, and the sheer unpredictability of hospital work mean that rigid, location-dependent training simply doesn’t work. Learning has to come to the employee — not the other way around.
Why Coursy
When evaluating solutions, the hospital considered more than one option. One alternative was ruled out because it wasn’t centrally developed to meet their specific needs, which limited its suitability for the long term.
Coursy stood out as the more flexible, modern, and user-friendly option — one that aligned with both immediate requirements and long-term expectations. Flexibility and seamless integration with existing systems were the deciding criteria, and Coursy delivered on both.
What changed
Since implementing Coursy, completion rates for mandatory training have clearly improved. Employees can now access courses more easily — including from home, without needing to be connected to the hospital network — which has led to more consistent participation across departments.
“Employees can complete training at a time and place that suits them best, including from home, without needing access to the hospital network. Automated reminders significantly reduce manual planning, and new employees are automatically assigned the courses they need from day one.” — Anni Tedremaa, Learning Development Specialist, East Tallinn Central Hospital
The administrative burden has also decreased significantly. Automated reminders handle what used to require manual tracking, and new employees are enrolled in their required courses from day one. Managers no longer need to track who has registered for what — the system takes care of it.
But perhaps the most meaningful shift has been cultural. Beyond compliance training, the hospital has seen employees begin to take more ownership of their own development. The overall learning experience is more convenient, and staff are better able to plan training around their work — rather than struggling to fit work around training.

What employees appreciate most
When asked what they value most, the answer is consistent: flexibility. In clinical work, finding time for training is a real challenge. Coursy addresses this directly — allowing staff to complete training at a pace and moment that fits their schedule, and to return to material whenever they need a refresher.
“In clinical work, it can be challenging to find dedicated time for training, and the system helps address this. Employees can complete training at a suitable time within their work schedule, while also adapting to everyone’s pace.” — Anni Tedremaa, Learning Development Specialist, East Tallinn Central Hospital
In one sentence
“Coursy enables flexible, accessible, and efficient learning that fits seamlessly into employees’ work schedules and improves training completion and overall engagement.” — Anni Tedremaa, Learning Development Specialist, East Tallinn Central Hospital
Would they recommend Coursy?
Yes — and they do. The hospital highlights the platform’s flexibility, usability, and the tangible improvement in completion rates and learning culture as the key reasons. They also see strong potential to expand their use of the platform further — a sign that Coursy has become a trusted foundation for their learning strategy, not just a tool for ticking compliance boxes.
“It provides a flexible and user-friendly solution that makes training more accessible and easier to manage, while improving completion rates and supporting a stronger learning culture within the organization. We also see strong potential to further expand our use of the platform in the future.” — Anni Tedremaa, Learning Development Specialist, East Tallinn Central Hospital
