How Coop Estonia built a unified learning culture without erasing what makes each cooperative unique.

Coop Estonia is the leader in cooperative trade in Estonia. It is Estonia’s oldest and biggest group in retail trade. The co-op family includes 18 consumer cooperatives and one central association that offers a range of services to these cooperatives, from central logistics to cooperative marketing. 6000 employees and 320 stores all over Estonia. Coop is not owned by any one businessman or corporation: it has always been owned by Estonian consumers and currently has nearly 70,000 client-owners.

With a long-standing history and a commitment to quality, sustainability, and innovation, Coop continuously invests in improving both customer experience and employee development. In this client case, we explore how Coop leverages modern learning solutions to support its large and diverse workforce.

*The name Coop is short for ‘cooperative’, which implies cooperation and working together. It has been taken up by cooperatives all over the world for transparency and better cooperation.

The challenge

Coop Estonia is unlike most retailers. Under one brand, 18 independent consumer cooperatives operate across the country — each with its own organizational culture, its own regional identity, and its own way of doing things. That’s 6,000 employees, 320 stores, and no single chain of command.

This structure is a strength. But it creates a real operational tension: how do you ensure that every employee — whether in a small rural store or a busy city warehouse — understands the same processes, represents the same values, and delivers the same customer experience?

The answer, on paper, is training. But when a new process rolls out, information gets lost. Rollouts get slow. Some teams get it; others don’t. The inconsistency shows up where it hurts most: in the customer experience.

What was getting in the way

The old approach couldn’t keep up with the complexity. Ensuring that business-critical knowledge reached thousands of employees — consistently, efficiently, without overwhelming them — required a system designed for exactly this kind of distributed, large-scale operation.

There was also a learner reality to contend with. Compared with the retail average, Coop has a more mature workforce. This highlights the importance of designing learning experiences that are clear, supportive, and easy to engage with, especially since for many employees their last learning experience was quite some time ago. Passive, top-down information delivery wasn’t landing. And when Coop began exploring mental health support for its workforce, the challenge sharpened further: how do you deliver something sensitive, practical, and personal to nearly 6,000 people spread across the country?

Learner experience

Coop’s workforce is distinctive — and designing for them required real intentionality. That insight shaped everything: content is kept concise, focused on one topic at a time, and designed for immediate application on the job.
